P. J. Welch is the founder, lead instructor, and primary consultant for WTF. He is a veteran of the U. S. Navy where he served as a Hospital Corpsman. He retired as a law enforcement agent from the Department of Homeland Security (DHS) after 27 years of combined federal service. His last fifteen years with DHS were spent as an Agent with Air and Marine Operations. As an Air and Marine Agent P. J. was a Vessel Commander on various high-speed interceptor vessels and a Tactical Team Member who operated from various aircraft. He served collaterally as a Tactics Instructor, Use of Force Instructor, Defensive Tactics Instructor, Training Officer, and Tactical Water Safety Instructor. He is a Nationally Registered Advanced Emergency Medical Technician, a Texas licensed Advanced Emergency Medical Technician and Emergency Medical Services Instructor. He was one of the first in the world to achieve a tactical medical certification through the International Board of Specialty Certifications. He is an Instructor for the American Health and Safety Institute, an Officer Water Safety Instructor for the National Association of State Boating Law Administrators, a certified Firearms Instructor through the Texas Commission on Law Enforcement, and a certified SCUBA Rescue Diver with the National Association of Underwater Instructors. He is a commercially licensed captain with a Merchant Mariner Credential of Master Vessel Operator for vessels up to 100 tons.
PSAT is an entry level course specifically designed to familiarize participants with some basic self-defense techniques should they find themselves the victim of a physical assault. The training addresses methods of threat assessment; actions to take before, during, and after an attempted assault; personal defensive tactics; purpose built and improvised defensive devices and practical application of combative techniques.
Entry level course designed to educate those who have never received any formal firearms instruction.
This course is intended for those who have established basic firearms proficiency and wish to obtain a State of Texas License to Carry (LTC) Handguns. This instruction meets all state requirements for state licensure.
Typical programs focus on either active shooter or rendering aid to those injured by such an event. AVERT combines both skillsets (active shooter response and emergency bleeding control) in one training.
This applied course is meant to prepare any LEO for survival in the water after either an unexpected fall or altercation. A must for any waterborne LEO.

Flexible programs which meet OSHA and other federal and state regulatory requirements. This training will teach you how to respond and care for medical emergencies at home or at work.
Austere environments create special situations not usually encountered in an urban setting. Learn lifesaving care for remote locales. Ideal for hunters and outdoor enthusiasts.
Provides evidence-based, life-saving techniques and strategies for providing the best trauma care in a tactical or combat situation.
Adult/Child/Infant CPR for the layperson or professional rescuer.
Designed for those who have a greater than average chance of witnessing an injury event in which heavy bleeding occurs and professional medical care is not available or is overwhelmed. Ideal for law enforcement, private security, and emergency response team personnel and staff at campuses or large occupied buildings.
Teaches the emergency medical treatment needed to resuscitate the victim of a drowning or immersion incident.
